Stephen Louis was born in Roswell, N.M. He was the son of Festus and Esther Perry Phillips. He was retired from the United States Army. He was preceded in death by his wife of 37 years, Carolyn J. Phillips.
He is survived by two sons, two brothers, two sisters, and one grandson.
He was 57 when he passed away in Fayetteville, AR.
