December 20, 1903 - February 5, 1997
Born in the small community of Belton, Arkansas in Hempstead county on December 20, 1903, he was the son of Homer Harris and Betty Bullock. He graduated high school in Prescott, Arkansas and became a graduate of Henderson-Brown University in Arkadelphia before receiving his law degree from Cumberland University Law School. His political career began in 1930 in El Dorado, Arkansas while serving as deputy prosecuting attorney and Arkansas' Thirteenth Judical District prosecuting attorney. He served in the House of Representatives from 1940 to 1966. He went on to become chairman of the House Committee on Interstate and Foreign Commerce. He was appointed as federal judge for the Eastern and Western Districts of Arkansas. He married Ruth Ross in El Dorado, Arkansas on May 9, 1934, and they were the parents of two children. Mr. Harris died on February 5, 1997 from complications due to pneumonia, he was ninety-three years old.
