Frank Cochran was a prominent Southwest Arkansas businessman. He was born near Redland, Bossier Parish, Louisiana. The seventh of nine children born to Rev. Jabez Lynch Cochran and Eliza Jane Barnett Cochran. The family lived near Redland until Christmas week of 1899, when they moved to a farm near Kizer, Arkansas, 3 miles south of Bradley. He worked on his father's farm until the death of the elder Cochran in 1913. He became a member of the Kizer Church and in 1911, at the age of 17, was elected Church Clerk.
Upon his father's death, his formal education came to an end after the 8th grade. He came to Bradley and became a clerk for the Holland Hardware Company, an employment that would last until 1924.

He was:
-- A local correspondent for the Memphis Commercial Appeal during the 1910s.
-- A member of the Bradley Baptist Church (1917-1973) and became a deacon in 1920. Throughout the years he served the church in many capacities, including acting as Sunday School Superintendent for bore that 20 years. At the time of his death he was serving as Church Clerk.
-- A director of Arkansas Electric Cooperative Inc.
-- A member of the Board of Directors of Southwest Arkansas Electric Cooperative from 1952-1973).
-- The retired owner of Cochran Hardware, where he sold radios (Crosley, Atwater Kent and Philco brands), in 1929 he sold the first kerosene burning refrigerators in southwest Arkansas, in 1937 he became an authorized Frigidaire dealer, during the 1920's and early 1930's he was a dealer for Whippet and Willis-Knight automobiles.
-- The operater of the Bradley Lumber Yard Company in partnership with W.L. Jackson (1928 to 1936).
-- Owner and operater of a sawmill in Bradley. During World War II, he was a dealer for Case Tractors.
-- The retired owner of Cochran Implement Companies (1945-1958) where he was a dealer for International Harvester farm equipment and International trucks.
-- He was among the organizers and served as the president of Bradley Cotton Warehouse.
-- A former mayor of Bradley (1941-1950),
-- Member of the Bradley School Board (1930-1941),
-- Member of the Lafayette County Board of Education (1943-1973)
-- Member of the Lafayette County Democratic Central Committee (1931-1973).
-- A Mason (1917-1973), a Scottish Rite Mason and a Shriner, holding membership in the Scimitar Temple of Little Rock. In 1957 he was elected Knight Commander of the Court of Honor of the Arkansas Consistory. He was also a member of the Walnut Hill Chapter # 443 of the Order of the Eastern Star
-- A charter member of the Bradley Rotary Club (1947) and District 617 Governor of the Arkansas Rotary Clubs (1964-1965).
