Thomas Ross Duckett was born on January 5, 1894, in Arkansas. He married Nina Melvina Bullock on January 10, 1914, in his hometown. They had one child during their marriage. He was 24 years old and living in Arkansas City, Arkansas, when he registered for the World War I draft. He was living in Konawa, Oklahoma, when he registered for the World War II draft in 1942 at the age of 49.
